Yes, the British Newspaper Archive is free to search, but individuals have to pay to view full-text. Viewing the full-text for free is only available by visiting the British Library to access it from their reading rooms. 

Online access to many digitised newspapers, including 19th Century British Library Newspapers is available via Gale NewsVault.

Many of the University Library newspaper archives have been digitised and are held in this collection. In time it will contain all of our newspapers, but it also contains many newspapers that we do not subscribe to.
